Saute onion and beef. Heat the oil in a large Dutch oven over medium heat. Add the onion and saute until just starting to soften, about 3 minutes. Add the ground beef and continue to saute until no pink remains.
Add garlic. Stir in the garlic and saute 1 minute, or until fragrant. Season with salt and pepper. Drain off any excess fat, then return the skillet to heat.
Add liquids and seasonings. Stir in the tomatoes, beef broth, oregano, basil, and parsley. Turn up the heat and bring the mixture to a boil.
Stir in noodles. Add the noodles, stirring to incorporate them with the liquids. Cook for 10-12 minutes, stirring occasionally, until noodles are al dente.
Stir in cottage cheese. Turn the heat off, then stir in the cottage cheese.
Serve. Ladle into bowls and sprinkle with shredded Parmesan and mozzarella cheese.
